Horner, Gerard (Gerry) J.

Gerry Horner has been employed by the U.S. Commerce Department for over 28 years.

 

In October 2006, Mr. Horner joined the Bureau of Industry and Security (BIS) in the Office of Technology Evaluation (OTE).  In the summer of 2012, Mr. Horner became Director of OTE where he leads BIS's data mining responsibilities that contribute to the evaluation of BIS's export control system and inform policy decisions.  Under Mr. Horner's direction, BIS reviews export transactions and measures exporters' compliance with the BIS Export Administration Regulations and BIS surveys companies to assess the health and competitiveness of U.S. Defense Industrial Base.

 

Mr. Horner is BIS's liaison with the Census Bureau (Census) and U.S. Customs and Border Protection (CBP) on all matters related to the Automated Export System (AES).  Mr. Horner is BIS's representative to the International Trade Data System (ITDS) Board of Directors and Border Interagency Executive Committee.  In 2016, Mr. Horner became co-chair of the multi-agency group developing a single form for license applications. 

 

From 1999 to 2006, Mr. Horner was the AES Branch Chief for Census' Foreign Trade Division where he was a key strategist in formulating the AES outreach program, AES customer service, AES compliance programs, and Foreign Trade Regulations addressing AES reporting requirements.

 

Mr. Horner began his government career in 1989 as a statistician (economics) in Census' Foreign Trade Division before being detailed in 1994 for 4 years to the U.S. Customs Service where he was a major player in the multi-agency team that developed and implemented AES.
