DiNucci, Richard
On September 10, 2014, Mr. Richard DiNucci became the Executive Director, Cargo and Conveyance Security for CBP. The Executive Director is the primary lead within CBP related to all cargo policies and oversight with regard to the security and release of both inbound and outbound commercial cargo within the United States. Additionally, Mr. DiNucci is responsible for leading critical components of OFO’s trade mission to include the Centers of Excellence and Expertise (CEE), the Customs-Trade Partnership Against Terrorism (C-TPAT), the Container Security Initiative (CSI) and other cargo initiatives. From September 28, 2014 until January 31, 2015, Mr. DiNucci served as the Acting Deputy Assistant Commissioner for the Office of Field Operations (OFO) at U.S. Customs and Border Protection (CBP) Headquarters in Washington, DC. With over 28,000 employees, OFO is the largest component in CBP and is responsible for securing the U.S. border at ports of entry while expediting lawful trade and travel.
Mr. DiNucci began his career 23 years ago in the former U.S. Customs Service at the Port of Baltimore in the Commercial Operations Division, OFO. He later served in the Office of International Affairs working on the framework for the World Customs Organization’s Kyoto Convention standardizing international customs clearance processes and facilitating cooperative law enforcement operations with international partners. He returned to OFO in 1995 where he served in a variety of positions in the field and at Headquarters in risk management and commercial enforcement operations. Mr. DiNucci was one of the original members of the team that designed and implemented C-TPAT in 2001. In 2003, he was appointed Special Assistant to the Deputy Commissioner where he served until 2005 prior to beginning a detail at the Department of Homeland Security in the Directorate of Border and Transportation Security.
Upon his return to CBP, Mr. DiNucci served in a number of positions including the Deputy Director in the Office of Anti-Terrorism managing the Commissioner’s Situation Room, the Deputy Director of Border Targeting and Security in OFO overseeing the Automated Targeting System, the Director of Cargo Control in OFO working on the design and implementation of the Importer Security Filing (“10 + 2”), and administering CBP’s overseas efforts in response to the 9/11 Commission Act mandating 100% scanning of all ocean-going cargo into the U.S. Mr. DiNucci also served as the Acting Assistant Director Field Operations for Trade and Cargo Security in the New York Field Office.
In 2013, Mr. DiNucci served as the Acting Assistant Commissioner, Office of International Trade (OT) for CBP where he led the daily operations of approximately 1,000 employees at Headquarters and field locations, managing commercial enforcement and compliance operations and implementing CBP policy to ensure the facilitated clearance of compliant cargo. Prior to assuming the Acting Assistant Commissioner position, he was OT’s Deputy Assistant Commissioner since 2011.
Mr. DiNucci is a graduate of the University of Colorado, Boulder, where he earned a Bachelor Degree, Magna Cum Laude in History.
