Cerny, Michael V.

Michael V. Cerny is the Chief Executive Officer and General Counsel of Global Customs & Trade Specialists, Inc., a licensed Customs broker specializing in duty drawback services and duty refund programs.  Mr. Cerny is also an attorney, in practice now for almost 30 years, and managing principal of Cerny Associates, P.C., a law firm focused exclusively on customs and trade law.  He is admitted to the United States Court of International Trade and is a member of the Customs & International Trade Bar Association, the American Bar Association Section of International Law & Practice, the New York State Bar Association, and the Association of the Bar of the City of New York.  Mr. Cerny is a member of the U.S. Customs & Border Protection Trade Support Network and was selected by CBP to serve as a TSN Trade Ambassador.  He is the Chair for the TSN Subcommittee on Drawback, as well as a member of the TSN Legal Policy and Entry Committees.  Mr. Cerny is the Chair of the Drawback Committee for the National Customs Brokers & Forwarders Association of America.  He is also Co-Chair of the Drawback and Duty Deferral Committee of the American Association of Exporters & Importers, as well as a member of that organization’s Nominating and Customs Committees.  Mr. Cerny received a Bachelor of Arts degree from the University at Albany, where he also played varsity lacrosse for the Albany Great Danes.  He received his J.D. degree from Albany Law School.  Mr. Cerny writes and speaks frequently on customs and trade issues, including compliance, valuation and drawback.
