Rebecca Fenneman

         On November 13, 2013, Rebecca A. Fenneman was appointed Director, Office of Consumer Affairs and Dispute Resolution Services at the Federal Maritime Commission (FMC).  She is a career member of the Senior Executive Service.  Prior to her most recent appointment, she served as the FMC’s General Counsel (2010-2013).  She first joined the FMC’s Office of the General Counsel in 1998, and subsequently served as principal attorney-advisor for International Affairs and as Deputy Director of the FMC’s Bureau of Trade Analysis.  Prior to her employment at the FMC, she was a Research Fellow at the American Bar Association’s Central and East European Law Initiative.   

         Ms. Fenneman is a graduate of the University of Virginia (B.A, History) and of the University of Maryland Thurgood Marshall School of Law (J.D., with honor) and holds a certificate in International Commercial Arbitration from the American University Washington College of Law.  She is admitted to practice in Maryland and before the U.S. Court of Appeals for the District of Columbia.  She is past President of the Maritime Administrative Bar Association, and a member of the Women’s International Shipping and Trading Association (WISTA) and the International Transportation Committee of the Section of International Law of the American Bar Association.
