Duncan, C. Natalie L.

 

Natalie Lui Duncan, a career member of the Senior Executive Service, is the Deputy National Ombudsman with the U.S. Small Business Administration (SBA).  She works with Federal agencies on behalf of small businesses to resolve regulatory disputes in accordance with the Small Business Regulatory Enforcement Fairness Act.  In support of the 2017 Presidential transition, she served as the National Ombudsman and Assistant Administrator for Regulatory Enforcement Fairness (Acting). 

 

Since June 2015, Mrs. Duncan has served as the Deputy Chief Human Capital Officer of the SBA.  From October 2015 to June 2016, she served as the Agency’s Chief Human Capital Officer (Acting) and represented SBA on the U.S. Office of Personnel Management’s (OPM’s) Chief Human Capital Officers Council.  Her portfolio spans the full spectrum of the human capital lifecycle, including talent acquisition, development, mobilization, and retention, leader development, performance management, strategic workforce shaping, executive resources, employee / labor relations, compensation / benefits administration, and HR information systems management. 

 

Before coming to SBA, Mrs. Duncan served six years in the U.S. Department of Defense, including five years of service as a Highly Qualified Expert.  As the Special Assistant to the (4-Star) Commanding General (CG), U.S. Army Training and Doctrine Command, she served as the CG’s personal representative at the Pentagon on all manpower and personnel matters.  She has worked to strengthen civil-military relations at the highest echelons of the Department of the Army. 

 

Prior to her service with the Department of Defense, Mrs. Duncan served in the U.S. Department of Homeland Security as Senior Advisor to the Director of U.S. Citizenship and Immigration Services.  As a principal advisor to the Director, she coordinated significant policy and operational decisions across the Agency and provided oversight on key human capital and information technology management matters.   

 

Prior to her government service, and for nearly a decade, Mrs. Duncan served in the Silicon Valley technology industry in progressively more senior global strategy, operations, and human capital management positions with both start-ups and established companies.  As a management consultant, she led large-scale change management engagements for, and delivered human resources consulting services to, Fortune 100 clients, start-ups, and non-profit institutions.

 

Mrs. Duncan serves on the Board of Directors of the Senior Executives Association Professional Development League and the Combined Federal Campaign of the National Capital Region.  She previously served on the Board of Visitors of the National Defense University, the Nation’s preeminent national security institution for Joint Professional Military Education and interagency education, for 4 ½ years. 

 

Mrs. Duncan was awarded two degrees by Stanford University—including a Master of Arts Degree in Sociology-Organizational Studies, and a Bachelor of Arts Degree in History.  She is a SHRM Senior Certified Professional (SHRM-SCP) in Human Resource Management.
