Downs, Kiesha

 

Ms. Kiesha Downs is the Chief of the Trade Regulations Branch (TRB) in the Government and Trade Management Division (GTMD).  Ms. Downs joined the U.S. Census Bureau, Foreign Trade Division (FTD) in 2002.  She began in the Commodity Analysis Branch processing monthly export data for the machinery area.  In her current role as chief of TRB, she oversees the work on regulatory matters pertaining to the Foreign Trade Regulations (FTR), the collection of the Electronic Export Information, and Voluntary Self Disclosures.  She frequently travels to seminars and conferences to promote electronic filing of export information via the Automated Export System.  She is also responsible for the development of Memorandum of Understandings and National Interest Determination for government agencies that receive export data from the Census Bureau.  


Ms. Downs has been recognized several times for her outstanding performance within the GTMD.  She has earned a Bachelor of Science degree in Finance from the University of Maryland, College Park.  She also earned a Masters of Business Administration with a concentration in management from Strayer University and an Associate’s Citation in Project Management from the George Washington University.
